The declaration outlines five core principles, emphasizing the integration of member states, respect for sovereignty, non-interference in internal affairs, and the rejection of the use or threat of force. GCC leaders affirmed that the security and stability of all member states are indivisible, and any threat to one nation’s sovereignty is considered a direct threat to the entire bloc.
The summit highlighted the urgent need for a unified Gulf defense and air-defense shield, particularly in light of recent missile and drone attacks on member territories. Leaders stressed the importance of joint defense mechanisms and collective solidarity, sending a clear message to regional adversaries that the Gulf states will no longer face threats in isolation. The declaration also reiterated support for a two-state solution to the Israeli-Palestinian conflict, backing a sovereign Palestinian state with East Jerusalem as its capital, and pledged to facilitate humanitarian aid and reconstruction efforts in Gaza.
Economic integration was a central theme, with the GCC committing to accelerate the completion of the Common Market and Customs Union. Investment priorities were set for infrastructure, energy, water security, food security, digital economy initiatives, and renewable energy projects, signaling a strategic shift toward long-term prosperity beyond oil revenues. The digital transformation agenda emphasized cooperation in artificial intelligence, cybersecurity, and digital payment systems, with a focus on encouraging youth and women’s participation in the knowledge economy.
Environmental responsibility emerged as a key priority, with the declaration including comprehensive commitments to environmental protection, climate change mitigation, carbon of clean energy.
